Gordon Graham here with Today’s Tip from Lexipol. Today’s Tip is for all my friends in probation, law enforcement, and corrections. I’d like to share some best practices for transporting juveniles.
First, it’s vital to know and understand your state’s laws and agency’s policy on the use of mechanical restraints during transport. For example, does your state or agency require specific conditions before handcuffing juveniles under a certain age?
Following all applicable laws, policies, and procedures can help keep the juvenile and you safe during transport.
Always complete a thorough inspection of the vehicle you’ll be using. Make sure the vehicle and its safety equipment are in good repair.
Searches are another important consideration. Search the area of the vehicle where the juvenile will be seated before you place them inside. Oh, and don’t forget to search the juvenile too. Secure any of their belongings in a separate area of the vehicle. And search the vehicle after transport to ensure contraband or other items weren’t left behind.
Because juveniles are more vulnerable, you need to take extra steps to protect them and to document those steps. If you’re transporting a juvenile of the opposite sex, make sure you have another staff member present during the transport. Notify your communication center that you’re transporting a juvenile. Advise them of the juvenile’s sex, your starting location and beginning mileage, and your destination. Report any stops you make and the vehicle’s mileage at the end of the transport.
There are also things to avoid during transport. For example, never leave the vehicle unattended with the juvenile inside. Don’t handcuff the juvenile to any part of the vehicle. And never stop to handle personal business while en route.
This last one should go without saying, folks: While you’re driving, be sure to follow all traffic laws. Wear your seat belt, and make sure the juvenile is secured in one as well.
